The Yemeni employees have been calling the United Nations to shoulder up its humanitarian and legal responsibilities towards them, it has to pay the full salaries of the state civil servants, as it was its responsibility for that suspension after including Yemen under Chapter VII.
The employees have said, in sporadic statements, that the United Nations should practice its power over the conflicting parties, and carries out its responsibilities toward the employees of Yemen who have been going through extremely difficult exceptional circumstances since 2015. They pointed out that the United Nation is considered one the strongest political player of those who work unethically to suspend their salaries. The United Nations has been working to depriving them from their simple rights and entitlements and that’s by ignoring the demands of the Yemeni employees.
They affirmed that the United Nations, after putting Yemen under Chapter VII, made civil servants confront exceptional economic problems arising from the implementation of inhuman measures, which deprived them of their salaries.
The Yemeni employees have said that the international donors and the United Nations should have thought about them and to provide financial support to cover the expenses of the salaries of civil servants in light of the inability of local sources to pay them, because this kind of support never reaches the Yemenis, but it goes directly to war mongers or war traders.
In fact, a large percentage of the 472,000 civil servants working in the local authorities, that means 87.6% of the total employed, are part of the education and public health sectors, comparing to 12.4% in the central authorities, live below poverty and confront death every day since 2015.
These calls come after the donation of $ 1.3 billion, which was guaranteed by Saudi Arabia, Germany, the Netherlands, Britain, Sweden and Japan to Yemen at the donors’ conference today. This large amount is added to the millions of dollars that were provided to Yemen during the years of the war, and it neither reached the war-affected Yemenis, nor the infrastructure and services were improved.
In fact, a half of the Yemeni population lives below the poverty line, while the donor money goes to war brokers, and war mongers. Further, half of this amount goes to cover expenses of the United Nations organizations, and what is called civil servants.
In the end, the Yemeni employees appeal the United Nations to urgently pay their salaries, particularly in these exceptional days to face the pandemic that hits the entire world. In short, Yemenis have been living the worst humanitarian crisis and now it is extremely disaster to led them alone in direct confrontation not only with famine, but with Covid-19 which started harvesting Yemenis day and night and the world, its organizations, and the United Nations have been enjoying the show.
دعا الموظفون في الجمهوريه اليمنية الأمم المتحدة إلى تحمل مسؤلياتها القانونيه والإنسانيه وصرف مرتبات موظفي الدولة المدنيين كاملاً، كونها كانت سبباً في إنقطاع رواتب الموظفين بعد إدراج اليمن تحت الفصل السابع.
وقال موظفون في تصريحات متفرقه أنه على الأمم المتحده تحمل مسؤلياتها الإنسانية والأخلاقيه تجاه موظفي الشعب اليمني الذين إنقطعت رواتبهم منذ مايقارب خمس سنوات ويواجهون ظروفاً غاية في الصعوبه.
مشيرين إلى أن الأمم المتحدة، كانت مساهمة في حرمانهم من حقهم في الحياة والعيش بكرامة ، بعد تجاهلها مطالب الموظفين وعدم وقوفها إلى جانبهم وإرجاع حقوقهم الماليه المترتبة على الوظيفة العامه.
وأكدوا أن الأمم المتحدة بعد وضعها اليمن تحت الفصل السابع جعلت الموظفين المدنيين يواجهون مشاكل اقتصادية خاصة ناشئة عن تنفيذ هذه التدابير، التي حرمتهم من مرتباتهم.
وقال الموظفون الأجدر بالمانحين الدوليين والأمم المتحدةتوفيرالدعم المالي لتغطية نفقات رواتب الموظفين المدنيين في ظلّ عدم قدرة المصادر المحلية على سدادها فهذه المساعدات لاتصل أبداً لليمنيين وإنما يستثمرها تجار الحروب.
ويعيش نسبة كبيرة من العاملين في القطاع العام المدني والبالغ عددهم 472 ألف موظّف يعملون لدى السلطات المحلية ونسبتهم 87.6% من اجمالي الموظفين العاملين، وبالذات في قطاعات التعليم والرعاية الصحية العامة مقابل 12.4% في السلطات المركزية، تحت خط الفقر ويواجهون خطر الموت.
تأتي هذه الدعوات بعد جمع 1.3 مليار دولار وهو ما تكفلت به السعودية والمانيا وهولندا وبريطانيا والسويد واليابان لليمن في مؤتمر المانحين اليوم..
حيث يضاف هذا المبلغ الكبير، إلى ملايين الدولارات التي قدمت لليمن طيلة سنوات الحرب، ولم تصل إلى اليمنيين المتضررين من الحرب، ولم تحسّن البنية التحتية ولا الخدمات وأكثر من نصف سكان اليمن يعيشون تحت خط الفقر، بينما تذهب أموال المانحين للسماسرة وتجار الحروب ومنها مايذهب لتغطية نفقات منظمات الأمم المتحدة،ويأمل الموظفون المدنيون أن تقوم الأمم المتحدة بالضغط لصرف المرتبات في ظل جائحة كوفيد19 التي جعلت الموظفيين اليمنيين يعيشون أسوأ أزمة إنسانية فهم في مواجهة مباشرة مع الموت جوعاً تارة وتارة أخرى بكورونا.
دعا مدير عام فرع المؤسسة العامة للكهرباء في المحويت/إبراهيم حبيش المواطنين إلى عدم الإقتراب من خطوط الطاقه 33الممتده من باجل وحتى مدينة المحويت كونه سيجري تجريب الكهرباء.
وحذر حبيش المواطنين من أن هذه الدعوه حفاظاً على سلامتهم كون الفرق الهندسيه أكملت مهامها في صيانة الخط وسيجري التجريب للكهرباء .
وقال حبيش نأمل من رواد مواقع التواصل نشر هذا التحذير في مجموعاتهم وحساباتهم ليصل التحذير إلى الجميع.
